'Open Educational Ideas' develops new platform for developing OER

Open Educational Ideas is an association of several universities, networks and research institutions from eight countries across Europe. The purpose of the upcoming platform will be to enable collaboration between educators in an early design stage of Open Educational Resources (OER).
It aims for a sense of emotional ownership on the part of the teachers and other contributing participants. There will be an online workspace for idea-givers to get feedback, find other collaborators and to enhance ideas into finished results.
Since the platform in still in development, suggestions of tools for the creation of open courses or textbooks are welcome.
