The Council of Europe, being the keeper of the human rights, published the book “Bookmarks: A manual for combating hate speech online through human rights education”, introducing as follows:

“Hate speech online represents the leaves of a particularly malicious plant, whose roots lie deep in society. Pruning the leaves cannot address the wider cause of the problem.”

 It contains a set of activities and exercises in order to teach young people the knowledge, skills and the attitude to make use of the human rights – online. Many studies report that the combination of problems like a decline of tolerance, low inhibitions and the high range of offensive comments have caused the spreading of cyber-bullying. Just a few examples of discriminations are uploaded songs, tweets, cartoons, manipulated images such as virus infections, singling out individuals or spreading intimate details. The “Bookmarks” of the Council of Europe are guidelines helping to face and to prevent these attacks by mediating different behavior.
